The solenoid is commanded on but the transmission module still sees a difference between engine speed and turbine speed, meaning the lockup clutch is not holding. Unlike P0740 the electrical circuit is usually intact and the problem is hydraulic or mechanical slip inside the converter. Drivers notice a shudder around 60 to 80 km/h under light load, higher revs at steady speed and rising fluid temperature.
